You're not the only one. This also affects Doom and Doom 2, and I'm assuming the other games as well. Not only that, but it also has a slight chance of crashing when the music loops.
In a word no. The delay is caused by the way SDL_mixer interfaces with the Windows API to play the MIDI. This can only be resolved by either SDL_mixer/Microsoft fixing the problem (we presently do not know who is actually responsible), or Doomsday using another audio API (planned but not for a while).
