multiplayer console variable issues

hi, I am using doom build 1.14 (newer builds had problems on my computer). when I host a game on the shell I want to play multiplayer doom on ultraviolence difficulty and I want the preplaced weapons to remain static so each player can pick them up. I've tried changing: game-skill ""; but I get an error saying "integer (game-skill cvar) is read-only: it cannot be changed(even with force)" the game-skill is always 2 unless I make the game deathmatch, which will change the game-skill to 4 and enable fast monsters which I do not want enabled. I can change: server-game-skill ""; which sometimes seems to change the amount of weapons on the map but does not seem to make a difference to how many monsters there should be. Also every weapon is only able to be picked up once which makes death hard to recover from. Growing up I always played multiplayer doom on windows 98 machines on ultraviolence. I just want the exact same experience.
